The Tottenham Remediation Project
In 2018 an industrial warehouse facility in Tottenham, Melbourne caught fire, sending plumes of black smoke across the city, in what would become one of Melbourne’s most significant fire events.
The fire, which burned for nearly two weeks, left behind a tangled pile of collapsed warehouse, friable asbestos roofing and millions of litres of waste, including drums, intermediate bulk containers (IBCs), acetylene cylinders and other toxic waste.
Once the fire was extinguished, the site was revealed to comprise a clandestine dangerous goods storage facility, illegally storing chemicals of an unknown nature and quantity.
WorkSafe Victoria exercised its statutory powers under the Dangerous Goods Act (1985) in November 2019 to take any necessary action to ensure the safe removal and disposal of dangerous goods, after the site duty holder failed to comply with WorkSafe and EPA clean up notices.
What followed was one of the most complex, hazardous and high profile remediation clean-up projects in the state’s history.
Michael Eather and Sarina Serovski (former WorkSafe Victoria), were charged with management of the remediation project, and oversaw everything from the engagement of specialist contractors, the development of the occupational hygiene management plan, to the final sign off after formal remediation.

High Risk Dangerous Goods Project, Vic • Project Director for the testing, removal, transport and destruction of over 25 million litres of dangerous goods from 14 sites in Melbourne’s north and west. • Engaged with regulators and agencies to mitigate project and site risks • Safely completed project under-budget ($110M) and ahead of schedule
Major Hazard Facility Licence Auditing, Vic • Led audit teams, assessing OHS and dangerous goods legislation compliance. • Worked closely with a MHF and fire services on critical fire system deficiencies, with over $1M invested to remedy • Led an ‘independent safety audit’ of MHF maintenance Turnaround following a Fair Work Commission decision
Review of Ethyl-Chloroformate Handling, Vic • Undertook a systematic review of handling of highly toxic ethyl chloroformate to ensure ongoing compliance with OHS legislation. • Re-designed drum handling procedure and equipment; minimizing manual handling and potential for exposure to hazardous substance
Review of Explosive Operations, Vic • Reviewed approach to explosive collection and destruction by government agencies and departments to determine safety, effectiveness and compliance. • Review identified significant deficiencies in operational effectiveness
Sarina is an experienced safety leader having worked across regulation, manufacturing, logistics and construction. A subject matter expert in OHS and DG, Sarina has developed, maintained and monitored safety systems to drive performance and improve workplace culture.
West Footscray Fire Site Remediation, Vic • Project managed complex regulatory intervention and remediation project. • Applied contemporary risk management to reduce risk to employees and the community during removal of over 6500 tonnes of DG • Safely completed project under-budget and ahead of schedule
Construction of Hazardous Waste Treatment Facility, Vic • Oversaw the construction of a new hazardous waste treatment facility. • Engaged with contractors, Comcare and EPA Vic to ensure timely delivery of site works and approvals
Paper Manufacturing Facility, Vic • Worked with manufacturing leadership team on building internal incident investigation capability.
Logistics Company, Vic • Developed and implemented injury prevention and reduction programs, achieving >50% reduction in Total Recordable Injury Rate
Hazardous Waste Facilities, Various (Vic/SA) • Assessed hazardous waste facilities against OHS/WHS, DG legislation. • Investigated facility post significant fire event to determine root cause
MHF Licence Verification/Auditing, Vic • Led audit teams, assessing OHS and dangerousgoods legislation compliance.
